The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and summer school enrichment programs for transitional kindergarten through sixth grade.

“Expanded learning” means before school, after school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences. It is the intent of the Legislature that expanded learning programs are pupil-centered, results driven, include community partners, and complement, but do not replicate, learning activities in the regular schoolday and school year.

Funding Results

The expenditure deadline for 2021–22 and 2022–23 funding is June 30, 2024 EC Section 46120(d)(6). LEAs will be required to submit an expenditure report to the CDE for 2021–22 and 2022–23 ELO Program funds after the expenditure deadline for each fiscal year. The deadline for submitting the expenditure report to CDE is September 30, 2024. Unexpended and unencumbered funds will be due back to the state at that time.

Expanded Learning Opportunities Program (ELO-P) Expenditure Report (Fall 2024)

The California Department of Education (CDE) has published Principal Apportionments for the ELO-P for Fiscal Year 2023–24. The purpose of these funds is for school district and charter school afterschool and summer school enrichment programs for grades kindergarten through sixth grade (TK/K-6) and as described in California Education Code Section 46120. The Principal Apportionments are available on the Principal Apportionment Section for ELO-P webpage.

Program Plan

Local educational agencies must operate the Expanded Learning Opportunities Program pursuant to the requirements in California Education Code Section 46120, including the development of a program plan. The program plan needs to be approved by the Local Educational Agency's (LEA) Governing Board in a public meeting and posted on the LEA's website.

Reports to the Legislature

Senate Bill 114 provides that any Local Educational Agency (LEA) receiving an apportionment for the Expanded Learning Opportunities Program (ELO-P) in 2023-24 must provide data for any and all third party providers who are operating the program at an off-site location, including the California State Preschool Program (CSPP). This annual survey requests specific data regarding each third party provider program location and pupil grade access for each off-site location.

The Expanded Learning Opportunities Program (ELO-P) Transitional Kindergarten (TK) & Kindergarten (K) Report was designed to capture data from each Local Educational Agency (LEA) and learn how their ELO Program was designed to provide access to TK/K students. LEAs were asked to complete a survey about their third-party providers providing access to program to TK/K students at non-LEA sites for the 2023-24 school year.
