Bilingual Teacher Professional Development Program

The Bilingual Teacher Professional Development Program (BTPDP) is a competitive grant program awarded to eligible local educational agencies to support professional development services for teachers and paraprofessionals. The purpose of the BTPDP is to increase the number of bilingual teachers in multiple languages to staff bilingual classrooms. Professional learning opportunities shall include teachers and paraprofessionals who meet specific eligibility criteria as specified in California Education Code Section 52202(c).

Appeals Request The California Department of Education (CDE) must receive any request for appeal no later than 4 p.m. PST on May 15, 2024. Appeals submitted through means other than the electronic form will not be accepted.
Only the project director identified in a submitted application may submit an appeal.
Appeals shall be limited to the grounds that the CDE failed to correctly apply the standards for reviewing the application as specified in the RFA. The appellant must file a full and complete written appeal, include the issue(s) in dispute, the legal authority or other basis for the appeal position, and the remedy sought. The CDE will not consider incomplete or late appeals. The appellant may not supply any new information that was not contained in the original application. A final decision will be provided via email within 10 business days of the deadline for submitting appeals.

General Assurances & Certifications

Required as a condition of receiving funds. Applicants do not need to sign and return them with the application; they must be downloaded and kept on file for compliance reviews, complaint investigations, or audits. Applicants that participate in the Consolidated Application - ConApp - should have a copy on file and do not need another copy. Program-specific assurances are not included here and are listed separately on the RFA.
