Aiming High: High Schools for the 21st Century was a California Department of Education high school reform document published in 2002 and is no longer available. Aiming High emphasized multiple factors to improve high schools in the 21st century such as implementation of rigorous curriculum, high standards, mandatory assessments, academic support, personalized learning environments, and public accountability. Aiming High was a how-to-improve guide that provided recommendations but did not mandate any specific school-site approaches.
