CALPADS LEA Funding

In the past, funding was available in the California State budget (specifically, $0.25 [25 cents] per enrolled student) to support the maintenance of Statewide Student Identifiers (SSIDs), which are unique, non-personally-identifiable numbers linked to given individual students within the California public K–12 educational system.

After the first SSIDs were issued statewide to all K–12 public school students beginning in the 2005–2006 academic year, "SSID Maintenance Funding" became available to local educational agencies (LEAs) and direct-funded independently-reporting charter schools who maintained their SSIDs through certification of Annual SSID Maintenance, and they were reimbursed for the costs associated with the annual maintenance of their SSIDs. As of the 2016–17 fiscal year, annual apportionment was made from funds appropriated by Section 42(c) of Senate Bill 828, Chapter 29. LEAs and direct-funded independently-reporting charter schools that were not participants in the California School Information Services (CSIS) State Reporting Program were reimbursed annually at the rate of $.25 per student, based on the LEA’s certified enrollment count in the California Longitudinal Pupill Achievement Data System (CALPADS).

Funding for SSID maintenance was available through through the 2016–17 fiscal year. This funding is no longer available for LEAs. The California Department of Education (CDE) continues to advocate for adequate ongoing funding to support LEA activities related to maintaining SSIDs, and collecting, maintaining, reporting, and validating student- and teacher-level data.
