Workforce Innovation and Opportunity Act (WIOA), Title II


Funding Description

The WIOA, Title II: Adult Education and Family Literacy Act (AEFLA) grant provides supplemental funds over a 4 year competitive grant cycle for adult education to (1) assist adults to become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency; (2) assist adults who are parents or family members to obtain education and skills; (3) assist adults in attaining a secondary school diploma and postsecondary education and training, including through career pathways; and (4) assist immigrants and other individuals who are English language learners.

Eligibility

Eligible Applicants Institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria Applicants must be legally constituted and qualified to do business in California. The California Department of Education reserves the right to evaluate new successful applicants through a site visit.
Other Eligibility Considerations A nonprofit community-based 501(c)(3) organization or a volunteer literacy organization of demonstrated effectiveness; an institution of higher education; a public or private nonprofit agency; a library, a public housing authority; state agencies that operate institutions, such as the California Department of Developmental Services and the California Department of Corrections and Rehabilitation; and a consortium of the agencies, organizations, institutions, libraries, or authorities described above.

Allocation Formula Variable pay-for-performance reimbursable grant. Agencies must satisfy all performance requirements and generate payment point to receive future funding. Successful continuing applicants will be awarded funds based upon past payment points earned. New applicants will be awarded funds based on Adult Education Office audited proof of projected performance.
