IQC Chair Lauryn Wild called the meeting to order. All participating members introduced themselves and verified the posting of the public meeting notice. The participating CDE staff members and the public were also identified.
- Science Framework for California Public Schools: Kindergarten Through Grade Twelve (Science Framework), 2016 Revision (Information/Action).
- Review Recommendation for Chapter 5 of the Draft Science Framework
Bryan Boyd facilitated the discussion on Chapter 5 general comments. He reminded the commissioners of their prior discussion on September 22, 2016. Items 267-278. They recommend “to include Attachment C (ELA/ELD Connections) to grades 6–12 and to not include Attachment B (Sample Integration of ELD and Science). The IQC came to consensus on Chapter 5 general comment items.
For Chapter 5A Introduction to Grades Six through Eight the IQC also discussed Items 283-290 on September 22, 2016. The IQC recommended “to delete table 2”. Matthew discussed how he addressed item 290 in his new revision. The IQC came to consensus on Chapter 5A items.
Then the IQC discussed Chapter 5b: Preferred Integrated Model. The IQC discussed Chapter 5b: Preferred Integrated Model on September 22, 2016. However, due to feedback from the public comment received during the Second 60-day review, the IQC requested for Matthew to rewrite large portions of Chapter 5b: Preferred Integrated Model.
Bryan Boyd reviewed item 301 which asks the writer to call out a crosscutting concepts (CCC) every time a science and engineering practices (SEP) is mentioned and vice versa. The IQC did not recommend this suggestion. Dr. d’Allesio has tried to make sure the SEPs, CCCs and disciplinary core ideas (DCIs) are only highlighted if it is a major part of instruction. The writer will continue to use best judgement on when to highlight these items in the text. Matthew provided an overview, and described in detail his changes, and how he was able to address edits 312, 313, 314, 315, 316, 320, 335, 357, 358, 361, 363, 365, 377, and 1109 from the Addendum: California Science Teachers Association (CSTA) public comment in his revised draft.
The IQC also addressed all public comment received during the ten day posting of the IQC agenda. A majority of the time was focused on the snapshots in the Preferred Integrated Model.
ACTION: Commissioner Krishna moved to approve keep the snapshots in Chapter 5b as is with the addition of Matthew d’Alessio’s edits:- 2054a, Integrated Grade Six Snapshot: What’s in the water? Do not recommend any changes.
- 2054b, Integrated Grade Six Snapshot: Asexual and Sexual Reproduction, Recommend adding reference to MS-LS3-2 near intro sentence.
- 2054c, Integrated Grade Six Snapshot: Monitoring and Minimizing Human Environmental Impacts, Recommend adding reference to MS-ESS3-3 in multiple places.
- 2054d, Grade Seven Snapshot: Planning a Large Scale Investigation, Recommend change title to include Integrated. Recommend reference to MS-LS2-3, MS-LS2-4, MS-LS2-5, MS-ESS2-2.
- 2054e, Integrated Grade Eight Snapshot: Making Sense of Natural Selection, Recommend adding reference to ESS3.D (Climate change) and MS-LS4-4, MS-LS4-6.
- 2054f, Integrated Grade Eight Snapshot: Simulating Mutant Hands, Do not recommend any changes.
- 2054g, Integrated Grade Eight Snapshot: School Solar Energy Project, Recommend adding references to ESS1.A, MS-ESS1-1, PS4.B, MS-PS4-2.
Commissioner Freiermuth seconded the motion. There was no additional discussion or public comment. A roll call vote was taken. The motion was approved by a vote of the members present (12–1). Commissioner Reese voted no.
Bryan stated that CDE staff meet with CDE Press regarding the order of the Science Framework Appendices. CDE Press stated that the order of appendices should be reflected in the order in which they appear in the document. The IQC recommended that the new order of the appendices shall be:
Appendix 1: Progression of the Science and Engineering Practices, Disciplinary Core Ideas, and Crosscutting Concepts in Kindergarten Through Grade Twelve.
Appendix 2: K–12 Connections to Environmental Principles and Concepts
Appendix 3. Computer Science in Science
Appendix 4: HS Three-Year Model: Every Science, Every Year
Appendix 5: Recommended Literature for the Science Classroom
Bryan Boyd led a discussion of Chapter 5c: Discipline Specific Model. He reminded the IQC that they discussed Chapter 5c: Discipline Specific Model on September 22, 2016, Items 390-413. IQC came to consensus on Chapter 5c. - Approval to Forward the Chapter 5 Recommendations to the State Board of Education for Consideration
ACTION: Commissioner Freiermuth moved to forward Chapter 5 to the State Board of Education for consideration. Commissioner Diaz seconded the motion. There was no discussion or public comment. A roll call vote was taken. The motion was approved by a unanimous vote of the members present (13–0).
