Subject: California Career Technical Education (CTE) Initiatives: An update and recommendations on metric changes for the Career Technical Education Incentive Grant (CTEIG) and the K–12 Strong Workforce Program (K–12 SWP) State CTE funding legislation.
Type of Action: Action, Information
Recommendation: Given the connection between both the state and federal program metrics, staff from the CDE and the CCCCO recommend that the CWPJAC do the following:
- Approve the updated Matrix of Metrics with data and source information as provided;
- Update terminology from “Carl D. Perkins Career and Technical Education Improvement Act of 2006” to “Strengthening Career and Technical Education in the 21st Century Act (Perkins V);” and
- Provide time for CDE and CCCCO staff to continue to work on integrating the various metrics for the purposes of common alignment and non-duplication for the local education agencies (LEAs).
Action: Approval of the updated Matrix of Metrics with data and source information as provided with the additional use of the Capstone course.

Comments from Committee Members:
- Member Rucker would like to see the CTE Capstone Course added to the Matrix of Metrics.
- Members would like to see one set of metrics that would encompass state and federal reporting requirements.

Subject: Proposed Revisions to the Guiding Policy Principles to Support K–14+ Pathways (Guiding Policy Principles), as approved by the CWPJAC in 2019, to strengthen business and industry partnerships.
Type of Action: Action, Information
Recommendation: Staff of the CWPJAC recommends that the CWPJAC review, provide feedback, and approve the proposed changes to the Guiding Policy Principles document.
Action: Approval of the proposed changes to the Guiding Policy Principles document.
- Vice Chair Sun moved to approve the proposed changes to the Guiding Policy Principles document with the inclusion of the word “racism” in Essential Element B, and the CWPJAC’s reworded proposal for Essential Element L.

Comments from Committee Members:
- Member Ortiz-Licon wanted to add the word “racism” to letter “B” of the Essential Elements.
- Members adjusted the wording on letter “L”.
Public Comment:
- Chris Walker, California Association of Sheet Metal and Air Conditioning Contractors, appreciated the inclusion of the new element but wanted to raise awareness that career pathway programs need to also meet “today’s” industry needs as well as the future. Mr. Walker also mentioned the difficulties at the local level meeting today’s needs because of outdated standards.
- Linda Granger, Eden Area Regional Occupational Program, thanked the committee on the inclusion of letter “L” in the Essential elements.
- Al Love, San Diego County Office of Education, also thanked the committee on the inclusion of letter “L” in the Essential elements.
- Kyle Hyland, CTE Joint Powers Agreement Coalition, also thanked the committee on the inclusion of letter “L” in the Essential elements.
Item 03
Subject: First Reading of the Draft California Federal Perkins V State Plan to fulfil the requirements for the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).
Type of Action: Action, Information
Recommendation: The Draft California Federal Perkins V State Plan was jointly completed by the staff from the SBE, the CDE, and the CCCCO. The SBE, the CDE, and the CCCCO staff jointly recommends that the CWPJAC receive information, provide input, and acts on the Draft California Federal Perkins V State Plan to the ED to fulfil the requirements for the Perkins V. Draft California Federal Perkins V State Plan has been provided as a separate attachment. The timeline is presented as a second separate attachment. An outline of the California State Plan for CTE is presented as third attachment.

Comments from Committee Members:
- Committee members had many comments for inclusion in the California Perkins V State Plan. As a result, an additional CWPJAC meeting was scheduled for November 25, 2019.
- Staff was directed to address the comments made by the CWPJAC members for inclusion in the next Draft California Perkins V State Plan.
Public Comment:
- Matt Patton, California Agriculture Teachers’ Association, in regards to accountability Matt wonders if the numerator of a semester of a college credit class a rigorous enough measure of a CTE program? Matt also feels that California needs to focus on CTE preparation of student to give them the skills they need to earn a living wage.
