Guidance to support schools to effectively implement technology to support learning and to address critical areas of instructional focus.Background
Section 121 of Senate Bill (SB) 98, Education Finance: Education Omnibus Budget Trailer Bill (Chapter 24, Statutes of 2020) called for the development of draft distance learning curriculum and instructional guidance for mathematics, English language arts, and English language development to be adopted by the State Board of Education by May 31, 2021.
In response to the State Board of Education’s (SBE) adoption of the 2023 Mathematics Framework for California Public Schools: Kindergarten Through Grade Twelve (Mathematics Framework), Senate Bill 114 included Section 118. This section appropriates $100,000 from the 2023–24 fiscal year general fund to ensure alignment between the California Digital Learning Integration and Standards Guidance (DLISG) and the new mathematics curriculum framework. Section 118 designates $100,000 to the Sacramento County Office of Education (SCOE), in consultation with the executive director of the SBE and the California Department of Education (CDE), to update and align the DLISG with the state-adopted 2023 Mathematics Framework.
California Digital Learning Integration and Standards Guidance
The California DLISG was adopted by the SBE on May 12–13, 2021.
On July 10, 2023, Governor Newsom signed SB 114, including Section 118, which designates $100,000 to update this document to ensure alignment to the recently adopted Mathematics Framework.
On September 11, 2024, the updated California DLISG was approved by the SBE. The updated document only involved edits to Section B: Standards Guidance For Mathematics. The updated section is posted below as a Word document attachment for your viewing.

The CDE hosted a series of webinars to introduce the 2021 DLISG. The webinars were co-hosted by the SCOE, the lead agency who developed the 2021 DLISG, and feature members of the writing team and other experts and practitioners.

This webinar focused on Section C: Standards Guidance for ELA, Literacy, and ELD addressing critical areas of instructional focus. The standards guidance supports teachers as they implement ELA, literacy, and ELD instruction. The organization of the standards presented in the Guidance highlights relationships among standards and reflects an integrated model of literacy instruction.

Note that Section B was updated and adopted in September 2024 due to the adoption of the 2023 Mathematics Framework. The webinar linked below was created prior to the SBE adoption of the Mathematics Framework in 2023 and the adoption of the updated DLISG in 2024.
This webinar focused on Section B: Standards Guidance for Mathematics by addressing critical areas of instructional focus. The standards guidance is intended to support teachers as they implement mathematics instruction. The standards guidance is organized around the “big ideas” proposed in the draft Mathematics Framework.

The 2014 English Language Arts/English Language Development Framework adopted by the SBE on July 9, 2014, was developed to support and incorporate the California Common Core State Standards for English Language Arts and Literacy in History/Social Studies, Science, and Technical Subjects and the California English Language Development Standards.
