DataQuest Update, Issue #10

DataQuest is the California Department of Education’s (CDE) public data reporting web site DataQuest provides meaningful data and statistics about California’s K-12 public education system that supports a wide variety of informational, research, and policy needs. The purpose of the DataQuest Update is to provide: (1) announcements regarding public data releases and availability; (2) general information and analysis on various data reporting topics; and (3) practical tips on how to effectively use DataQuest to obtain information. Release of New Data Reports on DataQuest

Users may access these reports by performing the following steps:

• Navigate to the DataQuest Homepage
• Select the desired Level (State, County, District, or School)
  • Select desired report from drop down menu:
    • Stability Rates
    • Staff Counts and FTE
    • Estimated Teacher Hires
• Select “Submit”
• Select the desired Year
• Select “Submit”
  • Select desired report from the menu
    • Stability Rate
    • Full-Time Equivalent (FTE) of Classified Staff with Detail Info
    • Estimated Number of Teacher Hires by Subject
• Select “Submit”

The reports listed above include Report Description, Report Glossary, and, where applicable, Report Filters and Options sections. To change the way the data are displayed in the report, open the expandable (+) Report Options and Filters section.

The Stability Rate reports also include some useful filters that allow the data to be viewed along with a variety of dimensions, including for charter schools and non-charter schools, for alternative and traditional schools, by gender, and by multiple student groups.

New Stability Rate Report on DataQuest

The CDE is pleased to announce the release of a new “Stability Rate” (SR) report on DataQuest. The Stability Report was developed in response to requests from educators, policy makers, and stakeholders across the state to identify the number and percent of students who receive a “full year” of learning in the same school. This measure was developed after an extensive review of various stability metrics calculated by other state educational agencies, an evaluation of the data the CDE collects, and in collaboration with internal and external stakeholders. The CDE is also providing these data to fulfill a recommendation stemming from the Superintendent of Public Instruction’s Improving Data Collection Workgroup that was convened in 2019.

California’s Stability Rate measure is not an accountability measure. The information provided in the DataQuest SR report is intended to serve as a tool to help educators, parents, policymakers, researchers, and other stakeholders across the state to better understand the complex needs of students and schools. For more information about the Stability Rate Report Data, please visit the Information about the Stability Rate Report page.

New Homeless Children and Youth Data Web page

CDE’s new Homeless Youth in California Schools web page is now available and can be found on the Student Group Information page. The Homeless Youth Data page was created to centralize information, resources, and education outcomes for homeless youth in California schools. This web page is comprised of definitions, quick facts, data, resources, and frequently asked questions.

In addition, a new Homeless Children and Youth Data web page has been added to the Data Reports by Topic page, part of CDE’s new Accessing Educational Data web page which was released in April 2021. The new Homeless Children and Youth Page consists of static data tables sourced from DataQuest. The data reports include census enrollment, discipline, absenteeism, and graduation and outcomes specific to the homeless student group population. The full data reports with filtering capabilities are available on DataQuest.

Upcoming Data Releases

In Fall/Winter 2021, the CDE plans on publicly releasing the following data reports and supporting downloadable data files:

• 2020–21 Four-Year Adjusted Cohort Graduation Rate and Outcome Data
• 2020–21 Five-Year Cohort Graduation Rate and Outcome Data
• 2020–21 Suspension Rate Data

• 2020–21 Chronic Absenteeism Data
• 2020–21 Cumulative Enrollment Data (downloadable data file ONLY)

Additionally, the CDE will be releasing the following new DataQuest report and supporting downloadable data file:

• 2020–21 Teacher FTE by Assignment Monitoring Outcome (final title still TBD)

This new DataQuest report will reflect the certificated assignment monitoring outcomes for 2020–21 based on the updated “ineffective” and “out-of-field” teacher definitions for the California Every Student Succeeds Act (ESSA) Consolidated State Plan approved by the State Board of Education (SBE) in November 2019. The data to be provided in this new DataQuest report are the result of a data-sharing agreement between the CDE and the California Commission on Teacher Credentialing (CTC) and the assignment monitoring statuses provided to the CDE by the CTC. The CTC performed the assignment monitoring through California Statewide Assignment Accountability System (CalSAAS), which is a new system of Assignment Monitoring allowing annual monitoring of all certificated educator assignments. In Spring 2022, the CDE anticipates the public release of the following data reports and supporting downloadable data files:

• 2019–20 and 2020–21 New Staff, Course, and Class data

Please Note: The release of the 2019–20 and 2020–21 staff, course, and class data has been impacted by assignment monitoring activities and related state and federal reporting requirements that utilize these data. Additionally, in response to internal and external stakeholder requests, the CDE is also working on developing new DataQuest staff, course, and class reports with enhanced functionality along with new supporting downloadable files. We apologize for the continued delay.
