Dear Select County Superintendents of Schools, Auditors, and Treasurers:

NOTICE OF 20 DAY ACTUAL SPECIAL APPORTIONMENT FOR
NEWLY OPERATIONAL CHARTER SCHOOLS FISCAL YEAR 2008–09

This special apportionment, in the amount of $21,676,374, is made in accordance with California Education Code (EC) Section 47652 for fiscal year 2008–09. The purpose of this apportionment is to fund new charter schools that will begin operation after the beginning of the 2008–09 fiscal year. These funds are, in effect, an advance apportionment.

The amount to be received in this December apportionment is for the months December 2008 and January 2009 in the amount of $9,800,055 and equals 16 percent of the charter school’s projected total general-purpose state aid for the 2008–09 fiscal year. The categorical block grant apportionment of $6,768,349 equals 58 percent of the charter school’s total categorical state aid funding for the 2008-09 fiscal year. Also included is $5,107,970 to school districts that transfer to charter schools funding in lieu of property taxes (EC Section 47635) for the months December 2008 and January 2009, which equals 16 percent of the charter school’s projected total funds in lieu of property taxes for the 2008–09 fiscal year. This special apportionment is the second advance apportionment for newly operational charter schools, and is based on the charter school’s reported 20 day actual average daily attendance and economic impact aid eligible data reported. Charter school administrators, superintendents and business officials of local educational agencies (LEAs) will receive more detailed apportionment information in subsequent correspondence.

The warrants will be mailed by the State Controller’s Office to the County Treasurer within three weeks from the date of this letter. The County Treasurer of each county is requested to immediately deposit the amount received into the fund or account of the participating LEAs or charter schools at the direction of the County Superintendent of Schools.
