Dear County Superintendents of Schools:

Fourth Apportionment for the
Expanded Learning Opportunities Grants
Amounts Paid from GEER II Fund (Resource Code 3217)
Fiscal Year 2020–21

This apportionment, in the amount of $13,018,189, is made from the federal Governor’s Emergency Education Relief (GEER II) Fund pursuant to the federal Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act, 2021, (Public Law 116-260), and California Education Code (EC) Section 43521(a)(2) added by Section 2 of Assembly Bill (AB) 86 (Chapter 10, Statutes of 2021), and amended by Section 34 of AB 130 (Chapter 44, Statutes of 2021) and Section 12 of AB 167 (Chapter 252, Statutes of 2021). Funds are available to local educational agencies (LEAs) in support of the Expanded Learning Opportunities Grant (ELO-G).

The GEER II Fund is one of four federal fund sources available for ELO-G in EC Section 43521(a); other federal sources which are being paid in separate apportionments are listed on the ELO-G Apportionment Overview web page at https://www.cde.ca.gov/fg/fo/r14/elogfed20apptoverview.asp.

Information about the program, allocation and apportionments, grant award identification, applicable federal rules and regulations, and the grant award period are posted on the California Department of Education (CDE) Funding Results page at https://www.cde.ca.gov/fg/fo/r14/elogfed20result.asp.

This apportionment provides payments to LEAs that submitted federal ELO-G Assurances by June 30, 2022, and submitted the Fall 2022 expenditure report. The amount paid in this apportionment reflects 25 percent of each eligible LEA’s allocation for federal ELO-G/GEER II Fund, plus expenditures in the current quarter, minus prior apportionments. In order to meet federal cash management rules and regulations, remaining federal funds will be released quarterly based on the ELO-G Quarterly Expenditure Report. For the purpose of federal allocations and apportionments, a locally funded charter school is included with the chartering authority.

Additional information regarding ELO-G, including frequently asked questions and other programmatic and reporting requirements, is available on the CDE website at https://www.cde.ca.gov/ls/he/hn/covidreliefgrants.asp. Accounting guidance for ELO-G is available at https://www.cde.ca.gov/fg/ac/co/acctab86ipielogrants.asp.

County Superintendents of Schools were notified of this apportionment by email sent to their CDEfisc email addresses. The CDE requested that the email be forwarded to school districts and charter schools in the county and included the links to this letter and the accompanying apportionment schedule posted on the CDE’s Funding Results web page at https://www.cde.ca.gov/fg/fo/r14/elogfed20result.asp.

For questions regarding programmatic requirements, use of funds, and expenditure reporting, please contact the Expanded Learning Division by email at ELOGrants@cde.ca.gov.
