Title III English Learner Student Subgrant, Fiscal Year 2019-20

Funding Description

Funding is made available to eligible local educational agencies (LEAs) to provide supplementary programs and services to English learner (EL) students, known as English learners. The purpose of the subgrants is to assist EL students to acquire English and meet grade-level achievement and graduation goals. Note: Recipients and funding amounts are subject to budget and administrative adjustments. Late applicants will be funded based on availability of funds.

Required Eligibility Criteria An LEA that reported the enrollment of one or more EL students through the October 2018 California Longitudinal Pupil Achievement Data System data collection is eligible to apply. LEAs must annually assess all identified EL students with the English Learner Proficiency Assessments of California.
Other Eligibility Considerations LEAs eligible to receive a formula subgrant of $10,000 or more may apply for Title III EL funds directly via the Consolidated Application and Reporting System (CARS). LEAs eligible to receive a formula subgrant of less than $10,000 must apply as a consortium via the Consortium Online Application (COA).

Other LEAs are asked to accept or decline funds via CARS by June 30, 2019. In addition, LEAs that are required to apply as a consortium must also submit an application through the COA. Consortium applications are due on or before July 31, 2019. LEAs that fail to respond by the deadline cannot be guaranteed funding for 2019-20.
