Parent Empowerment

The Parent Empowerment program is no longer administered by the California Department of Education (CDE).

Background

The Parent Empowerment Act provided a parent of pupils who are, or will be, enrolled in a school that was not identified as a "persistently lowest-achieving school" pursuant to Education Code (EC) Section 53201, but was subject to corrective action pursuant to paragraph (7) of Section 1116(b) of the federal Elementary and Secondary Education Act (ESEA) (20 U.S.C. Section 6301 et seq.), continued to fail to make adequate yearly progress (AYP), and had an academic performance index (API) score of less than 800, the option to petition the LEA to implement a particular reform in the school.

In March 2017, the California State Board of Education and the CDE launched a new state accountability system to replace the API and AYP. This new, multiple-measures system provides a fuller picture of how districts and schools are addressing the needs of their students while also identifying the specific strengths and areas in need of improvement. The new accountability and continuous improvement system was implemented using an online tool known as the California School Dashboard (Dashboard). Due to the transition to the Dashboard, the CDE can no longer identify those schools who are subject to the Parent Empowerment provisions.
