Due to ongoing budget negotiations between the Legislature and the Governor, along with the fact that both the Assembly and the Senate have significant proposals around changing the structure of the family fee schedule, the Early Education Division (EED) at the California Department of Education (CDE) will wait to release the Fiscal Year (FY) 2023–24 Family Fee Schedule for the California State Preschool Program (CSPP) until after the State budget is finalized. The reason for the delay is to prevent CSPP contractors from having to complete multiple updates to assessed family fees. As soon as the budget is finalized, the CDE will work as quickly as possible to provide additional information to contractors and release an updated fee schedule.

In the meantime, CSPP contractors should continue to use the FY 2022–23 Family Fee Schedule provided in Management Bulletin 22-07 to assess family fees when completing the initial certification and recertification of CSPP families. This fee schedule can be accessed at https://www.cde.ca.gov/sp/cd/ci/mb2207.asp [MB 22-07 expired June 30, 2023 and is no longer available].

As a reminder, family fees must not be collected between July 1, 2023 and September 30, 2023, as family fees are waived during this time. For more information on this waiver, please refer to the email that the CDE sent on this email distribution list on May 30, 2023. Additional guidance will be provided with the release of the new family fee schedule after the budget is finalized. The guidance will clearly indicate the actions for contractors to take to update families’ assessed fees based on the new schedule at that time.
