Frequently Asked Questions

Assembly Bill 2239: Native Speaker World Language Course A–G Certification

What changes to the California Education Code (EC) does the passage of Assembly Bill 2239 bring about?

AB 2239 (Garcia et al.), Chapter 188, Statutes of 2018, adds EC Section 51225.37.

What does EC Section 51225.37 require?

EC Section 51225.37 requires the California Department of Education (CDE) to encourage the governing board of each school district and charter school whose schools offer world language courses specifically designed for native speakers that are not approved as "A–G" courses, to support their respective schools in submitting those courses to the University of California (UC) for certification and addition to the schools’ "A–G" list.

What does "A–G" mean?

"A–G" refers to the uniform set of academic standards for high school courses to be recognized for admission to the California State University (CSU) and University of California (UC). The CSU and UC established this uniform set of academic standards, which are commonly referred to as the “A–G” subject requirements.

Why is it important to submit native speaker world language courses for "A–G" certification?

Obtaining certification for world language courses designed for native speakers would help students who take these courses, many of whom are current or former English learners, become eligible for California State University (CSU) and Univeristy of California (UC) admission. This is an important step to providing current and former English learners with access to “A–G” courses and eligibility to apply to the CSU and UC systems. Currently, many native speaker world language courses do not fulfill the CSU and UC admissions requirements simply because these courses have not yet been submitted for “A–G” certification.

How are courses submitted for "A-G" certification?

Courses may be submitted to the University of California (UC) for “A–G” certification annually from February 1 through September 15. The California Department of Education encourages local educational agencies to submit early in that time frame to ensure that the courses are “A–G” approved prior to the start of the school year and the opening of the UC application in August.
