Title III EL Student Program Consortium Details

Information about the Title III English Learner (EL) Student Program Subgrant Consortium.

Local educational agencies (LEAs) electing to participate in the Title III, Part A, English Learner Student Program that generate a formula subgrant of less than $10,000 in any school year must apply as a member of a consortium. Features of a consortium include, but are not limited to, the following:

One LEA member must agree to serve as the lead LEA of the consortium. The lead LEA shall be the sole grantee and shall administer the subgrant on behalf of all consortium members. Only the lead LEA is entitled to direct administrative costs of no more than two percent of the total consortium allocation.

The lead LEA will be responsible for acting as the fiscal and program agent for the consortium and will file the required expenditure reports via the Consolidated Application and Reporting System (CARS) and maintain fiscal records. This includes reporting quarterly cash balances during the Federal Cash Management Data Collection window. The lead LEA is also responsible for submitting all required Title III reports to the California Department of Education (CDE) on behalf of the consortium.

The consortium will plan to expend all Title III funds during the grant year. If all funds are not expended within the grant year, the lead LEA will continue to serve as the fiscal agent for the consortium for the duration of the 27-month grant period allowed or until the funds are expended, whichever comes first. Any unexpended funds after the end of the grant period must be returned to the CDE. The lead LEA in consultation with consortium members shall develop a Memorandum of Understanding (MOU) (Sample EL MOU (DOCX)), which outlines how the consortium will meet all Title III EL program requirements. The MOU should describe the activities and timelines for the provision of Title III services to English learners enrolled in the consortium.

The lead LEA shall update the Title III Federal Addendum Consortium Summary to include details of all consortium members' Local Control and Accountability Plan Federal Addendum, Title III provisions of the Every Student Succeeds Act.

The lead LEA will be responsible for completing and submitting the Annual report and any other reports necessary to the CDE.
