Regional County Office of Education (COE) English Learner Specialists information including calendars, agendas, training presentations, and technical assistance resources.

Purpose

Through partnership, the California Department of Education (CDE) and the California County Superintendents' Educational Services Association (CCSESA) designate Regional COE English Learner Specialists to provide technical assistance to the local educational agencies (LEAs) within each of the 11 County Superintendent regions. Regional COE English Learner Specialists provide guidance and support to LEAs in the implementation and improvement of Title III programs as well as the development of Local Control and Accountability Plan (LCAP) Addenda.

LCAP Federal Addendum
LEAs applying for ESSA funds must complete the LCAP Federal Addendum (Addendum) as part of meeting the requirements for the ESSA LEA Plan. This page provides guidance to support the completion of the Addendum.

Resources for Consolidated Application and Reporting System (CARS) Submission

Title III Data and Data Collection
The California Longitudinal Pupil Achievement Data System (CALPADS) is used to collect the number of English learners and the number of immigrant students. Private schools provide their number of immigrant students on the Student National Origin Report. These data include demographics, forms, and instructions.
