Item 2–Curriculum Frameworks and Instructional Resources Update and Breakout Discussion: Information on the California Department of Education's (CDE's) efforts to develop inclusive curriculum and frameworks ensuring each and every student is provided access to grade-level standards and curriculum will be provided. Following the presentation, the ACSE will break into groups facilitated by Curriculum Frameworks and Instruction Resources Division staff to discuss and provide feedback on the inclusion of access and equity. Item 6–ACSE Committees Planning: The ACSE has identified standing committees to allow Commissioners and members of the public to discuss those issues that are specific to the work in the field. The members will discuss the specific objectives for each Committee meeting, and discuss norms for operation. (Information, discussion)

Item 7–ACSE Committee Meetings: Commissioners have established standing Policy and Legislative Committees. Committees will meet to review the ACSE Strategic Plan and Legislative Platform, the ACSE Mission and Vision, and the Children’s Bill of Rights in addition to discussing agenda topics for future committee meetings. Item 9–California’s Assistive Technology Program: Information on how to access assistive technology supports and services for students with disabilities, teachers and administrators through California’s Assistive Technology (AT) Act Program will be provided. This presentation will included details on how to utilize the Device Loan Demonstration Centers around the state, the AT hotline, AT trainings and AT reuse opportunities. Item 12–California’s State Systemic Improvement Plan Update: An update on the status of California’s development of the State Systemic Improvement Plan (SSIP) will be provided. The SED will present Phase 3 of the SSIP to the SBE for approval in March 2019 before submission to the United States Department of Education’s Office of Special Education Programs in April 2019. The ACSE will make a recommendation regarding approval of the SSIP for the March 2019 SBE meeting. (Item type: Information, discussion, action)

Item 13–Voices from the Field: The ACSE would like to receive input from stakeholder groups about trends, challenges, and successes relevant to serving students with disabilities. The ACSE would like to stay abreast of the most current findings regarding stakeholders, students, and families. (Item type: Information, discussion)

Item 14–Department of Finance Update: An update on the Governor’s 2019–20 proposed state budget, including an overview of the special education funding included in the proposal, will be provided. (Item type: Information, discussion)

Item 15–General Public Comment: General public comment is invited on any matter, including items not on the agenda. The ACSE is precluded from discussing matters not on the agenda; however, questions may be asked by Commissioners for clarification purposes. Issues raised by the public may be referred to a future meeting agenda. Chair reserves the right to establish time limits on presentations. (Item type: Information, discussion)
