Advisory Commission on Special Education Meeting Logistics

On January 5, 2022, Governor Gavin Newsom issued Executive Order N-1-22 related to the COVID‒19 pandemic. The Executive Order extends the sunset of Assembly Bill 361 (Chapter 165, Statutes of 2021) to allow state bodies covered by the Bagley-Keene Open Meeting Act (Act) to hold public meetings covered by the Act via web and/or audio teleconferencing. As such, the February 9, 2022, ACSE meeting will be held as an audio/video teleconference and will have a live webcast, which will subsequently be archived on the ACSE Meeting Webcasts web page. Room 1101 at the California Department of Education (board room) will be closed to the public. Please see the Public Comment Guidelines section below for options to view and participate during the meeting.

Public Comment Guidelines

Public comment may be via email or phone, as specified below.

Email

The public is highly encouraged to submit written comment to the ACSE members in advance for prior consideration. In order to help ensure that commissioners have time to review the comments, please submit comments by noon on Friday, February 4, 2022. However, comments received after that time will be forwarded to Commission members until the day of the meeting. Comments should be submitted to the ACSE mailbox at ACSE@cde.ca.gov. The following information should be included in the body of the email: (1) commenter’s first and last name, (2) organization affiliation, (3) agenda item number or general public comment.

Phone

Public comment may also be provided by dialing the phone number and participant access code that will be provided on February 9, 2022, and then following the operator’s prompts. Upon dialing in, callers will be added to a caller queue. The operator will notify callers when it is their turn to provide public comment. Public comment will be limited to one minute for each agenda item unless otherwise specified by the ACSE. Members of the public wishing to dial in for public comment should view the live-stream of the meeting. The number and access code will be provided at the start of public comment for each item.

Prior to making public comment, speakers who are watching the meeting via live webcast should make sure the volume on their computer is muted to avoid echoing or feedback sounds during the call.

Advisory Commission on Special Education Mental Health Committee

Analysis, Measurement, and Accountability Reporting Division (AMARD) Update: Overview of the items for consideration in the 2022 accountability workplan and an update on the implementation of the Integrated Local, State, and Federal Accountability and Continuous Improvement System, including 2022 Accountability Considerations and the Continuing Development Work for Future California School Dashboards. California Statewide Assessment Update: The Assessment Development and Administration Division (ADAD) will provide program information on California’s statewide assessments and related activities, including an update on the Alternate English Language Proficiency Assessments of the California operational field test. Student Achievement and Support Division (SASD) Update: The Local Agency System Support Office (LASSO) will provide the ACSE with an update on the revisions to the Local Control and Accountability Plan (LCAP) template and instructions adopted by the State Board of Education at its November 2021 meeting. The revised LCAP template will be used by school districts, county offices of education, and charter schools to develop the 2022‒23 LCAP. Special Education Local Plan Area Update (SELPA): SELPA Administrators of California will introduce the Association to the Commissioners and share updates on recent activities and developments related to the technical assistance and support SELPAs provide on behalf of students with disabilities. They will also discuss concepts from their recent paper, “SELPA Accountability, Innovation and Design,” and present four specific recommendations aligned to the statewide priorities of improving outcomes for students with disabilities in the areas of equity, inclusive practices, transparency, alignment, and system improvement. Mental Health/Social Emotional Learning Update: An update on work, strategies, and initiatives of the CalHOPE Social Emotional Learning Community of Practice funded through the Federal Emergency Management Agency grant, the Mental Health Services Oversight and Accountability Commission (MHSOAC), and other services and supports that are being implemented to meet the needs of all students.
