  1. Full Instructional Quality Commission
    1. Call to Order
      Commission Chair called the meeting to order at approximately 10 a.m.
    2. Salute to the Flag
      Student Commissioner Verrando led the salute to the flag.
    3. Administration of Oath of Office
      State Board of Education (SBE) Vice President Cynthia Glover Woods swore in student member Katherine Verrando.
    4. Overview of Agenda
      Commission Chair Guerra gave an overview of the agenda.
    5. Approval of Minutes for the May 16, 2024, Commission Meeting (Action)

      ACTION: Commissioner Raygoza moved to approve the May 16, 2024, Commission meeting minutes. Commissioner Vang seconded the motion. There was no discussion or public comment. The motion was approved by a vote of the members present (13–0). Commissioner Hicks abstained. Assemblymember Ramos, Senator Allen, and Commissioners Friedman and Zepeda were absent from the meeting.

    6. Report of the Chair
      Commission Chair Guerra gave a report.
    7. Report of the Deputy Superintendent
      Deputy Superintendent Cheryl Cotton gave a report.
    8. Report of the Executive Director
      Executive Director Mike Torres gave a report.
    9. Report of the State Board of Education
      SBE liaison Glover Woods reported on the activities of the SBE.
    10. 2025 Mathematics Instructional Materials Adoption (Information)
      The Commission received a presentation from California Department of Education (CDE) staff on the Mathematics Instructional Materials Adoption. There was no discussion or public comment.
  2. Mathematics Subject Matter Committee
    1. 2025 Mathematics Instructional Materials Adoption (Information/Action)
      CDE staff recommended Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) for consideration to serve for the 2025 Mathematics Instructional Materials Adoption.

      ACTION: Commissioner Winawer moved to recommend all of the IMR and CRE applicants as noted by staff to the full Commission. Commissioner Bradshaw seconded the motion. There was no discussion. There was one member of the public who gave public comment. The motion was approved by a vote of the members present (6–0). Commissioner Zepeda was absent from the meeting.

    1. Reports/Actions from Subcommittees
      Mathematics Subject Matter Committee

      ACTION: Commissioner Lanning moved to recommend the IMRs and CREs to the SBE. Commissioner Hicks seconded the motion. There was no discussion or public comment. The motion was approved by a vote of the members present (14–0). Assemblymember Ramos, Senator Allen, and Commissioners Friedman and Zepeda were absent from the meeting.
    2. Preschool/Transitional Kindergarten Learning Foundations (Information)
      This item was postponed to a later meeting.
    3. AB 167 Model Curriculum Update (Information)
      CDE staff gave the Commission an update on the AB 167 Model Curriculum.
      There was no public comment.
    4. Individual Commissioner Reports
      There were no Commissioner reports.
    5. General Public Comment
      There was no public comment.
    6. Adjournment
      Commission Chair Guerra adjourned the meeting at approximately 1:11 p.m.
