The Instructional Quality Commission (IQC or Commission) is an 18-member panel that includes two Members of the Legislature appointed, respectively, by the Senate Committee on Rules and by the Speaker of the Assembly and serving at the pleasure of their appointing powers. The legislative members participate in the Commission's work to the extent that such participation is not incompatible with their positions as Members of the Legislature. The State Board of Education (SBE) appointed 13 of the 16 public members, and the other three are appointed, respectively, by the Governor (Carlos Ulloa), the Senate Committee on Rules (Carla Herrera), and the Speaker of the Assembly (Brian Muller). The public members serve four-year, staggered terms and may serve only one full term.

PUBLIC HEARINGS
General Guidelines
The Instructional Quality Commission is conducting public hearings regarding the approval of the draft English Language Arts/English Language Development Framework (ELA/ELD Framework). Written comments are also welcome. Directions for providing public comment are:
- All public testimony may be limited to two or three minutes per speaker and/or organization, depending on the number signing up to testify. Because of time constraints, written testimony is encouraged from all who testify.
- All testimony shall be specific to the content of the draft ELA/ELD Framework.
- Speakers are assigned to speak in the order they have signed up. When called upon to speak, speakers identify their name and the organization they represent, if any.
- Organizations who sign up more than one speaker may be asked to select a single representative in order to allow all other individuals and organizations wishing to provide testimony to be heard.
- To avoid repeated comments, speakers are encouraged to simply indicate they are in support of statements made by previous speakers, and then either leave the podium or provide comments on issues not previously presented.
- There will be no disruptive behavior during the hearing. Individuals not complying will be asked to leave the hearing room.
- The public hearing before the Instructional Quality Commission and its committees is to provide comments not previously provided at the public hearing of the subject matter committee, to present new information, or to respond to the subject matter committee's recommendations.
