Classified Employee Staffing Ratio Workgroup

Purpose of the Classified Employee Staffing Ratio Workgroup, including relevant statute, meeting details, and related documents.

Purpose

Pursuant to California Education Code (EC) Section 45118, the California Department of Education (CDE) is required to convene the Classified Employee Staffing Ratio Workgroup. The workgroup will group classified assignments in a manner that reflects the environmental setting of the assignment, the type of work to be completed, the impact on the assignment made by enrollment at a school site, specialized needs, including certifications or licenses, and other reasonable factors, and to recommend staffing ratios per grouping, as specified.

Per EC Section 45118, the workgroup is required to include representatives from:

  • Division of Occupational Safety and Health
  • Department of Industrial Relations
  • Labor Commissioner’s Office
  • Representatives of employee organizations
  • Representatives of voluntary local educational agencies

Statutory Charge of the Workgroup

Notwithstanding Section 10231.5 of the Government Code, the workgroup shall, on or before December 31, 2025, report recommendations on appropriate staffing ratios for classified school employees to the Legislature, consistent with Section 9795 of the Government Code.

Workgroup Selection Process

The workgroup will consist of state appointees identified in the law and local educational agency and employee organization representatives selected through an open application process to create a diverse and representative group of individuals.
