See the Quality Professional Learning Standards (QPLS) in action! The California Professional Learning Stories video series is a collection of videos and resources showcasing high quality professional learning systems in California schools and districts.

In this story, learn about how Chula Vista Elementary School District (CVESD) and San Diego County Office of Education (SDCOE) support equity in the E3 Project. SDCOE developed the E3 Project to be a model of collaboration and innovation with regard to teacher evaluation. The project is designed to shift the culture of teacher evaluation within districts and charter schools to a system that focuses on continuous growth for teachers, enhances instruction, and impacts student learning. The E3 Project develops partnerships between labor and management by bringing administrators and teachers together for a two-year collaborative process that includes a series of academies and facilitated working intersessions that result in the development of an individualized, local evaluation system. It is an opportunity for all stakeholders to work together around the table with equal voices.

    CVESD is one of seven districts studied by researchers at the Learning Policy Institute in a mixed methods study that sought to learn from positive outlier districts in which African American, Latino/a, and White students did better than predicted on California’s math and English language arts tests from 2015 through 2017, after accounting for differences in socioeconomic status. This in-depth case study describes the critical practices and policies within CVESD that have promoted student learning, especially among students of color, in the context of the Common Core State Standards and the deeper learning they seek to foster.

    This WestEd paper describes some of the ways in which the district has been so effective in improving student outcomes and examines several key strategies that have contributed to CVESD's success. Key finding: As the research team conducted site visits and interviews with district leaders, principals, and teachers, it became clear that CVESD’s intentional, deep, and sustained commitment to building positive relationships across the district is the driving force behind improvement efforts.
