File Structure: Foster Youth Test Results

File structure for the downloadable files containing Foster Youth Smarter Balanced Test Results data by race/ethnicity, gender, student program subgroup, and grade level for 2014–15 through 2018–19.

No data exists for the 2019–20 academic year as statewide assessments were canceled due to the COVID-19 pandemic.

Field Name Description
Academic Year The academic year (July 1 – June 30) corresponding to the time period during which the test occurred.
Aggregate Level

An indicator of the aggregation level.

  • T = State
  • C = County
  • D = District

Note: One of these values must be chosen to obtain an unduplicated count at the selected level.

County Code A unique two-digit code corresponding to the county.
District Code A unique five-digit code corresponding to the district.
County Name County Name.
District Name District or Administrative Authority Name.
Test Type

An indicator of the California Assessment of Student Performance and Progress (CAASPP) System Smarter Balanced Summative Assessment type (ELA and Math):

  • ELA = Smarter Balanced English Language Arts (ELA) Summative Assessment
  • Math = Smarter Balanced Math Summative Assessment
Foster Reporting Category An indicator of the foster reporting category:
  • FY = Foster Youth
  • FN = Non-Foster Youth

Note: For the purposes of the data in this file, "foster youth" is defined in EC Section 42238.01 (b) and includes students who are the subject of section 300 of Welfare & Institutions Code (WIC) petition, whether or not they have been removed from home, as well as students removed from home and that are the subject of a 602 WIC petition. The definition does not include students removed from home as part of a voluntary placement agreement.

Student Group Reporting Category An indicator of the student group reporting category (race/ethnicity, gender, program subgroup, or grade level) disaggregation or subset. NOTE: Select Reporting Category = TA for aggregate totals without consideration of a Student Reporting Category.

  • RI = American Indian or Alaska Native
  • RA = Asian
  • RF = Filipino
  • RH = Hispanic or Latino
  • RP = Pacific Islander
  • RT = Two or More Races
  • RW = White
  • GM = Male
  • GF = Female
  • SE = English Learners
  • SD = Students with Disabilities
  • G3 = Third Grade
  • G4 = Fourth Grade
  • G5 = Fifth Grade
  • G6 = Sixth Grade
  • G7 = Seventh Grade
  • G8 = Eighth Grade
  • G11 = Eleventh Grade
  • TA = Total
Number of Students Enrolled The number of students enrolled in the selected entity (i.e., state, county, district, or student group) who were eligible to take the Smarter Balanced Summative Assessments in English Language Arts (ELA) and mathematics in grades 3—8 and grade 11.
Number of Students Tested The number of students enrolled in the selected entity (i.e., state, county, district, or student group) who were administered the Smarter Balanced Summative Assessments in ELA and mathematics. This number excludes students not tested by parent/guardian request, students not tested due to a significant medical emergency, students who only logged into one part of the assessment, and students who were assigned to take the test, but did not test. Note: This data element is used for suppression determination. If the number of students tested is 10 or less, then the performance level data are suppressed with an asterisk (*).
Enrolled Students Tested (%) (Number of Students Tested / Number of Students Enrolled) * 100.
Number of Students with Scores The number of students tested with valid scores in the selected entity (i.e., state, county, district, or student group) who were enrolled during active testing window and responded to a sufficient number of questions on both the Performance Task and the Computer Adaptive portions of the test to generate a score.
Standard Exceeded (%) The percent of students tested whose score corresponded with an achievement level of "standard exceeded" for the applicable test.
Standard Met (%) The percent of students tested whose score corresponded with an achievement level of "standard met" for the applicable test.
Standard Nearly Met (%) The percent of students tested whose score corresponded with an achievement level of "standard nearly met" for the applicable test.
Standard Not Met (%) The percent of students tested whose score corresponded with an achievement level of "standard not met" for the applicable test.
