Funding Description

The Special Education AB 602 Program provides funding to Special Education Local Plan Areas (SELPAs) based on the SELPA’s average daily attendance (ADA).

Allocation Formula The AB 602 funding model provides funding to the SELPAs based on a rate per unit of ADA. A 1.56% cost-of-living adjustment is provided for the 2017–18 fiscal year. The Out-of-Home Care (OHC) Program is another major component of the AB 602 funding model. Two Extraordinary Cost Pool funds are also distributed through the AB 602 funding model (refer to the ECP Funding Profile and the ECPMH Funding Profile for more information).

Other Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: the First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by June 25th and the Annual calculation is certified by February 20th of the following year (with that year’s P-1 certification).
