FY 2018-19 California State Preschool Program QRIS Block Grant RFA

Funding Description

Quality Rating and Improvement System (QRIS) Block Grant, Proposition 98 funds of $50 million. The QRIS Block Grant RFA will be allocated to local consortia for support of local early learning QRIS that increase the number of low-income children in high quality state preschool programs that prepare those children for success in school and life. The California State Superintendent of Public Instruction will base funding on the number of California State Preschool Program (CSPP) slots in the county or region.

Eligibility

Eligible Applicants Institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies
Required Eligibility Criteria Applicants must be a part of a local QRIS consortium; Partnerships and Signatures of Consortium Participants are required; Consortia must implement a QRIS incorporating the Quality Continuum Framework; Consortia must use a shared Tiered Rating Matrix; Consortia must set targets to improve the quality of state preschool programs.
Other Eligibility Considerations $50 million in funding will be allocated for the CSPP QRIS Block Grants in fiscal year 2018-19. Applicants awarded a QRIS Block Grant will receive funding subject to semi-annual fiscal reporting (California Education Code sections 8426 (a)(1) and 8203.1(g)). A letter of intent is due on December 1, 2017.
