Funding Description

The Federal Public Charter Schools Grant Program (PCSGP) is a discretionary grant program administered by the Charter Schools Division. Grant applications are reviewed by peer evaluators and are awarded to nonprofit entities and local educational agencies to assist in the development of new high quality charter schools. The primary focus of the PCSGP is to create high quality charter schools that will provide public school choice to students.

Eligibility

Eligible Applicants Local educational agencies, nonprofit organizations
Required Eligibility Criteria A newly established or conversion charter school may apply for a planning and implementation (P/I) grant. If open, the school must not have been serving students prior to July 1, 2018. An applicant must be a nonprofit entity or LEA. Non-profit status at the time of application submission will be verified with the California Secretary of State. Individuals and for-profit entities will not meet eligibility requirements.
Other Eligibility Considerations Please note: To be considered for funding, the applicant must have an approved charter petition from the district or county office of education where the school will be located, or from the State Board of Education, by the application due date of August 15, 2019.

Legal Authority The Charter Schools Program is authorized under Title V, Part B, Subpart 1 of the ESEA (20 U.S.C. 7221-7221j); and the Consolidated Appropriations Act, 2016, Pub. L. 114-113 (FY 2016 Appropriations Act).

Allocation Formula Funding levels are determined by the type of charter school. Classroom Based and Non-Classroom Based Charter Schools may be awarded up to $375,000. Virtual or Online Charter Schools may be awarded up to $175,000.

Other Applicants responding to this RFA must submit one complete application package, providing all original signatures as required, as noted on each application form. Applications must be submitted with all forms compiled in the order listed on the Application Component Checklist provided on page 27 of the RFA. The complete application package must be received by the Charter Schools Division on, or before, (not postmarked by) 4:00 p.m., Thursday, August 15, 2019. Applicants must also email one complete electronic copy, saved as one PDF file, to PCSGP-APPS@cde.ca.gov, no later than midnight on the application due date. Submitting only the electronic version will not be considered as meeting the application package submission deadline.
