Foster Youth Services Coordinating Program


Funding Description

California Education Code Sections 42920-42926 established the Foster Youth Services Coordinating Program (FYSCP) to coordinate and ensure that local educational agencies within its jurisdiction are providing services to foster youth pupils with the purpose of creating positive education outcomes.

Required Eligibility Criteria All county offices of education (COEs) or consortia of county offices of education are eligible for this funding. COEs or consortia of COEs must submit a plan which reflects collaboration among county offices to establish guiding principles and protocols to provide guidelines to improve education outcomes for pupils in foster care.

Allocation Formula The Department of Finance (DOF) set a base funding level of $75,000 for each FYSCP. One county was not funded as no foster youth were reported in the county. The DOF allocated 70 percent of the adjusted FYSCP funding to all remaining counties based on the number of foster youths in each county and 30 percent based on the number of school districts in each county.
