Special Education Out-of-Home Care


Funding Description

The Out-of-Home Care Program provides funding through the Special Education Assembly Bill 602 formula to special education local plan areas (SELPAs) for foster youth, pupils placed in the short-term residential therapeutic program (STRTP), and three other types of facilities located within each SELPAs' geographic boundaries.

Allocation Formula Funding for each SELPA is based on five data components: the sum of cumulative enrollment for foster youth reported through California Longitudinal Pupil Achievement Data System; the average daily population at STRTP provided by the Department of Social Services; and pupil count data in community care, intermediate care, and skilled nursing facilities provided by the Department of Developmental Services as of April 1, 2025.

Funding for each SELPA is calculated as follows: the sum of cumulative enrollment for foster youth multiplied by the foster youth rate; average daily population at STRTP multiplied by the STRTP rate; pupil counts for community care multiplied by the community care rate; pupil counts for intermediate care multiplied by the intermediate care rate; and pupil counts for skilled nursing multiplied by the skilled nursing rate. The cost-of-living adjustment provided for this fiscal year is 1.07 percent and the funding rates for each data component is shown on the Funding Rates and Information, Fiscal Year 2024-25 web page.

Other Funds are paid through the Principal Apportionment. Principal Apportionment amounts are calculated three times for each fiscal year: the First Principal Apportionment (P-1) is certified by February 20th, the Second Principal Apportionment (P-2) is certified by June 25th and the Annual calculation is certified by February 20th of the following year (with that year's P-1 certification).
