Dear Mr. Hoang:

Subject: Apportionment to the Equality California Institute for the Equality California Institute Safe and Supportive Schools, Fiscal Year 2023–24

This apportionment, in the amount of $1,000,000, is made from the General Fund to the Equality California Institute for the Equality California Institute Safe and Supportive Schools, pursuant to Control Section 19.568(c)(13) added to the Budget Act of 2023 in Section 264 of Assembly Bill 102 (Chapter 38, Statutes of 2023) as amended by Control Section 19.568(c)(13) in Section 97 of Senate Bill (SB) 104 (Chapter 189, Statutes of 2023). The apportionment represents 100 percent of the funds available to the Equality California Institute Safe and Supportive Schools in the fiscal year 2023–24.

The purpose of this funding is for the Equality California Institute Safe and Supportive Schools health and safety improvements. Specifically, the work will include, but is not limited to:

  • Engaging unified school districts across California, using their Report Card responses to identify and address policy gaps and chart a course for improvement at the district level.
  • Assisting school districts to holistically implement other best practices which help to create inclusive atmospheres for lesbian, gay, bisexual, transgender, questioning and queer (LGBTQ+) students and connecting districts to local resources and trainings.
  • Conducting outreach and education in communities across California to build cross-community cohesion and understanding and build awareness of policies designed to protect LGBTQ+ and all youth. 

Furthermore, pursuant to Control Section 19.568(a), funds shall be available for encumbrance through June 30, 2025, and expenditure until June 30, 2027. Funds may be used to pay for costs incurred prior to the enactment of SB 104.

Warrants will be mailed approximately three weeks from the date of this letter. This letter and the accompanying apportionment schedule are posted on the California Department of Education’s web page at http://www.cde.ca.gov/fg/aa/ca/specprogonetime23.asp.
