Dear County and District Superintendents:
Third Recovery of Overpayments for the
Learning Recovery Emergency Block Grant
Fiscal Year 2022–23
This recovery of overpayment, in the amount of $2,585,293, for the Learning Recovery Emergency Block Grant (LREBG) is made pursuant to California Education Code (EC) Section 32526(a)(3), added by Section 6 of Senate Bill 141 (Chapter 194, Statutes of 2023).
In the 2022–23 fiscal year, $7.9 billion was appropriated for the LREBG pursuant to EC Section 32526, and 100 percent of the funding was paid to eligible local educational agencies (LEAs). As part of the 2023–24 State Budget, the total amount for the LREBG program funding was reduced by a net $1.1 billion which resulted in a 14.3 percent reduction for all LEAs that received funds. The calculated overpayments are being recovered from the December 2023 Principal Apportionment Monthly Payment for LEAs that did not have available funds in the prior recoveries. Additional balances will be recovered via invoice.

The LREBG funding is available to county offices of education, school districts, and charter schools for learning recovery initiatives through the 2027–28 school year that, at a minimum, support academic learning recovery, and staff and pupil social and emotional well-being.
