Dear County Superintendents of Schools:

First Recovery for the Low-Performing Students Block Grant
Fiscal Year 2018–19

This recovery of payment, in the amount of $1,301,212, is made pursuant to California Government Code Section 12419.5, for the Low-Performing Students Block Grant (LPSBG) authorized in Section 31.5 of Assembly Bill (AB) 1808 (Chapter 32, Statutes of 2018). The recovery will be made through an offset to each local educational agency’s (LEA’s) April 2019 Principal Apportionment payment for fiscal year 2018–19.

The California Department of Education (CDE) distributed 50 percent of preliminary allocations to LEAs paid in the First Apportionment for the LPSBG made in December 2018 based on identified student counts as defined in Education Code Section 41570(d). This recovery is for amounts paid to LEAs that either declined funding or did not report to the CDE by March 1, 2019, as required as a condition of funding. The schedule of recovery listing amounts recovered from each LEA is posted on CDE’s LPSBG web page at: https://www.cde.ca.gov/fg/aa/ca/.
