Program Description

• The Arts and Music Block Grant funding supported the implementation of sequential standards-aligned visual and performing arts instruction in kindergarten through grade twelve (K–12), inclusive, for instructional programs operated by school districts, direct-funded charter schools, and county offices of education. It could also be used for hiring of additional staff and for ongoing support of staff hired under the program, purchase of new or used materials, books, supplies and equipment, and implementing or increasing staff development opportunities to support standards-aligned arts and music instruction in grades K–12. As a condition of receiving funds, the governing board of each school district was required to provide a summary report to the California Department of Education. The report explained how the funds were expended or were proposed to be expended, the number of students, and the grade levels served.

• Funding was allocated on an equal amount per pupil basis; provisional language contained in the annual Budget Act provided for minimum funding allocated for school sites with 20 or less students and for school sites with more than 20 students based on the California Basic Educational Data System (CBEDS) enrollment in grades K–12 preceding the fiscal year funded.

Flexibility

• California Education Code Section 42605 authorized complete flexibility for this funding for fiscal years 2008–09 through 2012–13. During those years, a school district, county office of education, or charter school could use funds received for any educational purpose.
