Background
The California Clean Energy Jobs Act (Proposition 39) awarded more than $1.7 billion over five years, beginning in fiscal year 2013–14, to schools to plan and install energy efficiency upgrades and clean energy generation projects to school facilities. This program has ended. No additional funding is available. The extended deadline for all Proposition 39-funded projects to be installed was June 30, 2021. Final project completion reports are due to the California Energy Commission no later than September 30, 2022.
Enabling legislation (Senate Bill 73, Chapter 29, Statues of 2013 and Senate Bill 852, Chapter 25, Statutes of 2014) allocated Proposition 39 funds to California’s K–12 public schools and community colleges. Senate Bill 73 also codified the California Energy Commission as the lead agency for the K–12 portion of the program.
