Approximately 1983–84 through 2012–13
Effective 2013–14, the Pupil Transportation Funding, including the Small District and County Office of Education Bus Replacement Program, became an add-on to the local control funding formula.

Program description:
Funding was provided to small school districts and county offices of education to upgrade school buses to comply with 1992 federal safety standards. When allocating funding, the first priority was for the purchase of new school buses to replace existing vehicles. The second priority was for reconditioning existing school buses. Remaining funds were available for the purchase of new school buses to increase the fleet owned by the district or county office.
Seventy-five percent of the funds were allocated based upon priority categories of vehicle age, mileage, and type of vehicle. Twenty-five percent of the funds were allocated based upon the condition of the vehicles to be replaced. Funds were available for reconditioning or replacement of special education buses if not less than the proportion as the percentage of vehicles used compares to total school buses in the state.
