Dear Bilingual Coordinators Network Members,

State Seal of Biliteracy Data Collection

As discussed at the Bilingual Coordinators Network (BCN) meeting, the new Accountability and Continuous Improvement System entails multiple measures, including a College/Career Indicator (CCI) for high schools. One component that will be incorporated as part of the CCI in the 2018 California School Dashboard are students who earned the State Seal of Biliteracy.

The California Department of Education first collected the State Seal of Biliteracy at the student level with the 2016–17 graduates through the California Longitudinal Pupil Achievement Data System (CALPADS). The window for reporting the 2017–18 graduates runs through September 15, 2018 and program staff are encouraged to again coordinate with CALPADS staff to review this data to ensure that the counts of students receiving the State Seal of Biliteracy are accurate.

The process for ordering quantities of the State Seal of Biliteracy insignias is not affected by the changes in how data is collected. Local educational agencies (LEAs) should continue to order through the State Seal of Biliteracy Insignia Request Form available on the CDE State Seal of Biliteracy web page at https://www.cde.ca.gov/sp/ml/sealofbiliteracy.asp under the “Procedures, Requirements, and Forms” tab.
