Overview

The Student Support and Enrichment Block Grant provides additional funding to County Offices of Education (COEs) with Alternative Education Grant average daily attendance (ADA) to use for student support and enrichment opportunities. Program Requirements

Are COEs required to include Student Support and Enrichment Block Grant funds in their Local Control and Accountability Plan (LCAP)?

Pursuant to EC Section 2575.5 External link opens in new window or tab. , the intent of the Legislature is that the Student Support and Enrichment Block Grant funds be included in COE LCAPs beginning with the 2024–25 LCAP.

How are COEs to include Student Support and Enrichment Block Grant funds in their LCAP?

At present, COEs have discretion in determining the manner in which to include Student Support and Enrichment Block Grant funds in their LCAP, provided that the COE adheres to the Allowable Uses of funds identified below.

Which entities are eligible for Student Support and Enrichment Block Grant?

COEs reporting Alternative Education Grant ADA per EC Section 2574(c)(4)(A) External link opens in new window or tab. are eligible for the Student Support and Enrichment Block Grant.

Does a COE have to apply for Student Support and Enrichment Block Grant?

There is no application process for the Student Support and Enrichment Block Grant. Funding will be automatically calculated based on Alternative Education Grant ADA and allocated to COEs through the Principal Apportionment.

How will the Student Support and Enrichment Block Grant funding be calculated?

Beginning in 2023–24, COEs with Alternative Education Grant ADA will receive the Student Support and Enrichment Block Grant. The grant will be $3,000 per unit of Alternative Education Grant ADA, determined pursuant to EC Section 2574(c)(5) External link opens in new window or tab. which specifies that Alternative Education grant ADA calculations be based on the greater of ADA from the current year, prior year, or the average of the three most recent prior years.

How will Student Support and Enrichment Block Grant funding be distributed?

Student Support and Enrichment Block Grant funding will be included in the COEs monthly Principal Apportionment payments in accordance with the Principal Apportionment Payment Schedule. Payments will commence with the 2023–24 First Principal Apportionment certified in February 2024.

Where and when will funding results be available?

Funding results for the Student Support and Enrichment Block Grant will be available with each certification of the Principal Apportionment. Calculation detail can be found on the Student Support and Enrichment Block Grant exhibit available with each Principal Apportionment certification.

Is Student Support and Enrichment Block Grant funding an add-on to the LCFF entitlement?

No. The Student Support and Enrichment Block Grant is a separate source of funding allocated outside of the LCFF entitlement. Funding is identified as a separate line item of the Principal Apportionment Summary. Revenue and expenditures are tracked with a unique Standardized Account Code Structure (SACS) code.

What is the Standardized Account Code Structure code for Student Support and Enrichment Block Grant?

The grant will have its own line on the Principal Apportionment Summary referenced by SACS code 6018.

What can Student Support and Enrichment Block Grant funds be used for?

  1. Expanding access to A–G courses.
  2. Dual enrollment partnerships.
  3. Elective and world language courses.
  4. Vocational and career technical education.
  5. Preparation for and application for admission into institutions of higher education.
  6. College and career counseling.
  7. Transition counseling.
  8. Mental health support services.
  9. Certificated or classified employees who provide services to achieve the objectives of this paragraph.
  10. High school completion, including access to high school equivalency examinations.
