Dear County and District Superintendents and Charter School Administrators:
SCHOOLS ELIGIBLE FOR SUPPORT AND IMPROVEMENT IN 2023–24
The Every Student Succeeds Act (ESSA) requires the California Department of Education (CDE) to determine school eligibility for Comprehensive Support and Improvement (CSI) and Additional Targeted Support and Improvement (ATSI) based on the criteria in California’s ESSA State Plan. The 2022–23 data files for schools that meet the criteria are now available on the CSI web page found at https://www.cde.ca.gov/sp/sw/t1/csi.asp and the ATSI web page found at https://www.cde.ca.gov/sp/sw/t1/tsi.asp.
This is the first year of a three-year eligibility cycle for schools in CSI and ATSI. The next time California will determine eligibility for CSI and ATSI will be following the release of the 2026 Dashboard. Information on the selection, eligibility and exit criteria, program requirements, and support for CSI and ATSI can be accessed from the School Support web page found at https://www.cde.ca.gov/sp/sw/t1/schoolsupport.asp. These criteria, including examples, are also available in the 2023 ESSA School Support mini-guide, which is available on the 2023 Dashboard Technical Guide web page found at https://www.cde.ca.gov/ta/ac/cm/dashboardguide23.asp.
Comprehensive Support and Improvement Applications for Funding
Reference-Only versions of the 2023–24 ESSA CSI Local Educational Agency (LEA) and County Office of Education (COE) Applications for Funding are posted under the Funding Tab on the CSI web page found at https://www.cde.ca.gov/sp/sw/t1/csi.asp. The Grant Management and Reporting Tool will open for LEAs and COEs to complete and submit applications on February 12, 2024, through March 4, 2024.

The CDE is hosting the following upcoming webinars to support the release of the new 2023–24 ESSA Assistance Status Data File. Eligible LEA and COE teams that will be responsible for the CSI LEA and COE subgrants are encouraged to attend.

Planning Requirements
LEAs with schools eligible for CSI and schools eligible for ATSI are required to develop school plans to improve student outcomes. LEAs may use the School Plan for Student Achievement (SPSA) template which meets the federal planning requirements for those schools operating a Title I, Part A, Schoolwide Program, or that are eligible for ESSA support and improvement.
Single school districts and charter schools eligible for CSI or ATSI, may use the Local Control and Accountability Plan (LCAP) to serve as the school plan. The LCAP and SPSA templates and instructions for completion are available on the LCAP web page found at https://www.cde.ca.gov/re/lc/.
