GMART LREBG Expenditure Reporting Instructions

Grant Management and Reporting Tool (GMART) instructions for local educational agencies (LEAs) that received a Learning Recovery Emergency Block Grant (LREBG) allocation.

Quick Tips

Logging On

Usernames and passwords are emailed to LEA Superintendents. Passwords are case-sensitive and cannot be reset or changed by the LEA.  After three failed log in attempts, the user will be locked out of the system and an automated email notification will be sent to the LREBG mailbox for support. Once the account is unlocked, the LEA’s contacts, listed under the LEA Contact Information tab, will receive separate emails containing the LEA’s logon credentials.

Fiscal Data Entry

  • The dollar amounts on all pages can be entered as whole numbers only. Decimals are not allowed.
  • Negative amounts are not allowed.
  • Symbols such as dollar signs ($) and commas (,) are not allowed.
  • The following is the only acceptable format for an amount:
    • 123456

LEA Contact Information

This page displays the block grant coordinator information which must be added by the LEA in the GMART. This information will be used to send updates and notifications pertaining to the LREBG. The LEA Contact Information page requires the following information for the Primary Grant Coordinator, Secondary Grant Coordinator, and Fiscal Coordinator:

  • Name
  • Title
  • Phone Number
  • Extension (optional)
  • Email Address
  • Fax (optional)

CDE Contact Information

This page displays contact information for the SISO. When calling, reference the LREBG to be directed to the appropriate CDE staff for assistance.

Expenditure Report

This page is used to submit interim expenditure data and other related information as required by statute.

LREBG Allocation

Displayed at the top of the Interim Expenditure Report page is the LEA’s final allocation amount.

Expenditure Table

The Expenditure Table displays all performance periods required for the Interim Expenditure Report: Fiscal Year (FY) 2022–23 (Performance Period 7/1/2022–6/30/2023) and FY 2023–24 (Performance Period 7/1/2023–6/30/2024). The LEA must report expenditures for each allowable use of funds for which the LEA intends to report an expenditure amount.

To add or edit an entry in the table, the LEA must select the “Edit” button under the LEA Action column for each allowable use of funds that the LEA intends to report an expenditure amount. Please provide expenditure data for FYs 2022–23 and 2023–24 as applicable. See the table header for specific performance period information for each FY. After entering a dollar amount, the LEA must select “Update” to save the data into the table.

Once the Expenditure Table is complete, and there are no error messages, the LEA will review all reported data in the Report Summary. If the Report Summary is incorrect, please make revisions and/or email CDE staff at LREBG@cde.ca.gov for technical assistance. If the Report Summary is correct and there are no reporting errors, the LEA can continue to the Report Submitter section.

Report Submitter

Before submitting the Interim Expenditure Report, the LEA must enter all required data into the Report Submitter fields.

  • LEA Name
  • First and Last Name
  • Title
  • Date
  • Email
  • Phone Number

When the Report Submitter information is correct, the LEA will submit their Interim Expenditure Report by selecting “Submit” at the bottom of the screen. The LEA will receive an automated message that the report has been submitted and received by the CDE.

Report Export

Pursuant to Education Code Section 32526 (e)(1), LEAs are required to make interim expenditures of apportioned funds publicly available on their internet web sites. The LEA will have the opportunity to export their Interim Expenditure Report from the GMART into an Excel document to assist in meeting this requirement.

After submitting the Interim Expenditure Report, select “Export Expenditure Report” to export the report into an Excel document.

Report History

The Report History tab provides a running record of the LEA’s report submission history, report receipt status, and any remarks from the LEA or CDE. LEAs may use the drop-down menu to view a specific LREBG Expenditure Report submission.

GMART Requests

LEAs may use this tab to revise a previously submitted report or ask a question. LEAs will be prompted to select one of these two options from a drop-down menu.

Revise the Interim Expenditure Report

The LEA will be able to request to revise the Interim Expenditure Report using this option. Only past reports that have been submitted to the CDE may be revised.

The LEA will also need to include a detailed justification in the text box provided. Once the justification has been completed, the LEA will select their contact information from the drop-down list provided. The LEA will then be able to revise the requested report as needed and resubmit it. Reports can only be revised prior to December 15, 2024. No changes can be made after this date.
