A negative certification is assigned to a school district or county office of education when it is determined that, based upon current projections, the school district or county office of education will not meet its financial obligations for the remainder of 1997-98 or 1998-99.

Qualified Certifications
A qualified certification is assigned to a school district or county office of education when it is determined that, based upon current projections, the school district or county office of education may not meet its financial obligations for 1997-98, 1998-99, or 1999-2000.
