Item 1–Breaking Barriers Presentation: Elizabeth Estes, Founder, Breaking Barriers nonprofit organization, will share the goals of the collaborative and engage in discussion about efforts going forward. Breaking Barriers is a collaborative of leaders from across systems dedicated to bringing alignment to services for children and families. Item 2–Transitioning to An Integrated Local, State, and Federal Accountability System: Nancy Brownell, Senior Fellow, Local Control Funding Formula (LCFF), California State Board of Education (SBE), will provide an update on the development of a new accountability system for California and facilitate a discussion regarding the inclusion of students with disabilities. Item 3–Every Student Succeeds Act (ESSA) through the Lens of Special Education: Barbara Murchison, ESSA California State Lead; and Theresa Costa Johansen, Administrator, Policy and Program Services Unit, Special Education Division (SED), California Department of Education (CDE), will provide an overview on the California ESSA specific to students with disabilities. Item 4–Update on the Development of a New Accountability System: Jenny Singh; Administrator; Academic Accountability Unit; Analysis, Measurement, and Accountability Reporting Division; CDE; will describe the accountability standards and gather input from Commissioners regarding the engagement of students with disabilities in a new accountability system. Item 5–Aligning State Initiatives: Glen Price, Chief Deputy Superintendent of Public Instruction, CDE, will provide an update on the various CDE efforts and initiatives in the movement toward one system serving the whole child. Item 6–Budget Update: Ian Johnson, Principal Program Budget Analyst, Education Systems Unit, Department of Finance, will provide an overview of the 2016–17 Kindergarten through grade 12 (K–12) education budget. Item 7–General Public Comment and Organizational Input: Public comment and organizational input is invited on any matter, including items not on the agenda. The ACSE is precluded from discussing matters not on the agenda; however, questions may be asked by Commissioners for clarification purposes. Issues raised by the public may be referred to a future meeting agenda. Depending on the number of individuals wishing to address the ACSE, the Chair may establish time limits on presentations. Item 8–Family Voice: Family Empowerment Centers (FECs) and Parent Training and Information Centers (PTIs) participants will present issues of importance to families. Stakeholders wishing to give public comment via teleconference may contact their local FEC or PTI prior to the meeting to arrange in person comment at the FEC or PTI. Item 10–Student Voice, Lindsey Hunter: Lindsey Hunter, a 15 year old freshman at Folsom High School, created a five minute silent film titled “Silent.” The video focuses on the impact of bullying and the power of kindness. Lindsey will show her video, created for a Northern California Media Educator’s contest, and discuss the overwhelming response to the message in the video. Item 14–Grazer Outstanding Achievement in Learning (GOAL) Award Presentation: Ana Ponce, Chief Executive Officer; Heather McManus, Chief Academic Officer; and Adalid Sanchez, Special Education Teacher; will present on the Dynamic Blended Inclusion Program highlighting the program’s unique approach to serving all students. Dr. William J. Ellerbee, Deputy Superintendent, Student Support and Special Services Branch, CDE, will present the GOAL Award to the representatives from Camino Nuevo Charter Academy #2 on behalf of the ACSE.
