The legislative members participate in the Commission's work to the extent that such participation is not incompatible with their positions as Members of the Legislature. The State Board of Education (SBE) appointed 13 of the 16 public members, and the other three are appointed, respectively, by the Governor (Carlos Ulloa), the Senate Committee on Rules (Carla Herrera), and the Speaker of the Assembly (Brian Muller).
