Public comment on the 2024-27 updates to the Strengthening Career and Technical Education for the 21st Century Act (Perkins V),

Public Comment Process

The California State Board of Education (SBE), the California Department of Education (CDE), and the California Community College Chancellor’s Office (CCCCO), is soliciting public review and feedback on the edits made to the California Perkins V State Plan: In Fulfillment of the Requirements of the Strengthening Career and Technical Education for the 21st Century Act Public Law 115–224, along with feedback on the Core Indicators.

The Office of Career Technical and Adult Education (OCTAE) from the United States Department of Education conducted a visit in April 2023 to review the work that is being done by the CDE and the CCCCO.

There was one finding during the OCTAE team visit that required an edit to the California Perkins V State Plan. Finding: The CDE failed to use the statutory definition of a secondary CTE concentrator pursuant to section 3(12) of Perkins V. The corrective action to this finding is that CDE must remove the “300-hour pathway completion requirement language.”

The 300-hour pathway completion requirement is noted on the following six pages of the plan:

  • Page 50: “courses with a combined duration of not less than 300 hours, or a single, multiple-hour course that”
  • Page 51: “provides sequential units of instruction and has a duration of not less than 300 hours;”
  • Page 51: “two sequential courses 300 hours of course sequence”
  • Page 127: “A two-course sequence is a minimum of 300 hours in one industry pathway.”
  • Page 127: “two sequential courses 300 hours of course sequence”
  • Page 130: “two sequential courses 300 hours of course sequence”

The second area of public comment is regarding the Core Indicators for 2020–23 and for 2024–27.

The public comment period is from March 4 to April 7, 2024. All feedback received by 5:00 p.m. on April 7, 2024 will have a written response.
