Computer Science Strategic Implementation Plan

The California Department of Education (CDE), State Board of Education (SBE), and Legislature have completed the process for developing the California Computer Science Strategic Implementation Plan (CSSIP). Per California Education Code (EC) Section [53310–53315], "The Superintendent shall receive the recommendations submitted by the computer science strategic implementation advisory panel pursuant to Section 53311. The Superintendent shall develop, and the state board shall consider adopting, a computer science strategic implementation plan on or before July 15, 2019. The Superintendent shall submit the plan, if adopted by the state board, to the Legislature in conformance with Section 9795 of the Government Code on or before July 15, 2019.”

CSSIP Panel Members

The 23 CSSIP Panel members were appointed or designated by the Governor, the President of the SBE, the Senate Committee on Rules, the Speaker of the Assembly, and the State Superintendent of Public Instruction. Members of the CSSIP Panel possess expertise in computer science. The CSSIP Panel assisted in the development of the California Computer Science Strategic Implementation Plan.

CSSIP Panel Recommendations

EC Section 53311 requires the CSSIP Panel to develop a set of recommendations for a CSSIP.

The California SBE reviewed the recommendations at its September 2018 meeting via SBE Item 08 Attachment 1 September 2018 (DOCX).

These recommendations were also submitted to the Legislature via the Recommendations of the CSSIP Panel Report (DOCX).

Computer Science Strategic Implementation Plan

The draft CSSIP was developed from the recommendations of the CSSIP Panel.

The Instructional Quality Commission (IQC) reviewed the draft plan at its September 2018 meeting via IQC Item 02 Attachment 1 September 2018 (DOCX).

The IQC took action to begin the public review and comment period for the Draft CSSIP (DOCX), which took place October 1, 2018, through November 9, 2018.

Those comments and suggestions informed the IQC’s actions at its January 24–25, 2019 meeting to recommend the draft CSSIP to the SBE for adoption in March 2019.

The SBE provided comment on the draft CSSIP at its March 2019 meeting. The draft was revised based on this feedback, and the second draft of the CSSIP was presented to the SBE for adoption at its May 2019 meeting via SBE Item 03 (DOCX).

The CSSIP was submitted to the Legislature via the California Computer Science Strategic Implementation Plan Report (DOCX).
