Public Comment Guidelines
Public comment may be made on Zoom, in person, by phone, or by email. Please include the following:
- Commenter’s first and last name
- Organization affiliation
- General public comment or agenda item title
Zoom
Public comment may be provided by raising your hand or entering your comment in the Zoom meeting chat. The general public comment time will follow the presentation and discussion of each agenda item.
Public comment will be limited to one minute per individual. The zoom host will announce to the participant when their time is up.
Public comment may be provided by dialing the phone number within the Zoom invitation, entering the participant access code, and following the operator’s prompts.
Members of the public wishing to dial in for public comment should make sure that the volume of the live webcast is muted to avoid echoing or other feedback sounds during the call. Once unmuted by the meeting facilitator, the caller will hear a voice announcement informing them that they are unmuted. The meeting facilitator will inform the caller that their time to provide public comment has started.
In-Person
Public comment may also be provided in person at the meeting. This is a virtual meeting; however, in-person attendance is an option in Conference Room 1801 in the California Department of Education (CDE) building. Individuals who wish to comment on a specific agenda item or provide general public comment must sign up on the public comment roster prior to public comment. Public comment will be limited to one minute for each agenda item unless otherwise specified.

Upon dialing in, callers will be added to a caller queue. Public comment will be limited to one minute for each agenda item unless otherwise specified. Written comment may be submitted via email in advance of the meeting for consideration. To help ensure that workgroup members have time to review written comment, comments should be submitted by 5 p.m. on Monday, April 21, 2025.

Brief General Description
For each agenda item there is a brief description.
- Welcome and Introductions:
Introductions from the Education Administrator from the Teacher and Leader Policy Office (TLPO) will introduce herself, the TLPO team and other CDE staff.
- AB 1273 / AB 2971 Presentation:
A short presentation about the Assembly Bill, the designated timeline and what the Bill asks the CDE to accomplish.
- Establish Norms:
Suggested group norms will be displayed and agreed upon before continuing the meeting.
- Small Group Discussion:
In Zoom breakouts, CDE will facilitate small group discussions to make sure participants understand the responsibilities of the workgroup.
- Whole Group Debrief:
A debrief will be lead as the small groups leave the breakouts to gather with the greater where each facilitator will share what was discussed.
- List Classified Employee Groups:
A list of classified employees will be shown on a slide. This list comes from the description in legislation. Participants will be asked to add classified employee positions that should be included.
- Closing:
The CDE facilitators will quickly recap what was discussed in the meeting and thank the Workgroup members for coming.
- Public Comment:
Per protocol, the meeting will have time for public comment starting with the participants on Zoom, continuing with in-person and for any emailed public comments.

Notice is hereby given that the order of consideration of matters on this agenda may be changed without prior notice.
Reasonable Limitations
The presiding liaison of the Classified Staffing Ratio Workgroup reserves the right to impose reasonable time limits on public testimony to ensure that the agenda is completed.
Special Presentations
Consistent with the requirements of the Bagley-Keene Open Meeting Act, notice is hereby given that special presentations not mentioned on the agenda may be made at this meeting; however, any such presentation will be for information only.
