Letter Head: Jack O'Connell, State Superintendent of Public Instruction, Phone number 916-319-0800

October 2, 2007

Dear Select County Superintendents of Schools, Auditors, and Treasurers:

Special Apportionment for Charter Schools New Grade Level Expansion
Fiscal Year 2007–08

This special apportionment, in the amount of $14,712,313, is made in accordance with California Education Code (EC) Section 47652 for fiscal year 2007–08. The purpose of this apportionment is to fund continuing charter schools that are adding at least one new grade level. These funds are, in effect, an advance apportionment.

The charter school amount to be received in this October apportionment is $11,812,643 for the months of July 2007 through November 2007 and equals 42 percent of the charter school’s projected total general-purpose state aid and categorical block grant funding for the 2007–08 fiscal year. The categorical block grant apportionment of $1,085,077 equals 42 percent of the charter school’s deficited total categorical state aid funding for the 2007–08 fiscal year. A factor of 0.9597911800 was applied to the adjusted categorical block grant amount for each charter school. Also included is $2,899,670 to school districts that transfer to charter schools funding in lieu of property taxes (EC Section 47635) for the months of August 2007 through November 2007, which equals 34 percent of the charter school’s projected total funds in lieu of property taxes for the 2007–08 fiscal year. This special apportionment is based on the charter school’s estimated current year second principal apportionment average daily attendance.

The warrants will be mailed by the State Controller’s Office to the County Treasurer within three weeks from the date of this letter. The County Treasurer of each county is requested to immediately deposit the amount received into the appropriate fund or account of the local educational agency at the direction of the County Superintendent of Schools.
