Introduction

This web page contains instructions for completing the data collection forms included in the Consolidated Application (ConApp) 2024–25 Spring Release. It is intended primarily for local educational agency (LEA) staff who are involved in the completion of the ConApp using the Consolidated Application and Reporting System (CARS), but may also be helpful to anyone who is reviewing ConApp data collection forms.

The CARS is a web-based system to apply for funding, collect and report ConApp data, and track categorical program expenditures and activities. The LEA must print the certified ConApp. The Certification of Assurances page must be signed by the LEA Authorized Representative and the entire ConApp must be kept on file in the office of the LEA, per the General Assurances of the 2024–25 ConApp Legal Assurances that are posted on the California Department of Education Consolidated Application web page.
