Special Education Mental Health Services (State)


Funding Description

Funds are apportioned to local educational agencies (LEAs) based on average daily attendance (ADA). They are used to support all mental health-related services to students with or without an individualized education program, including out-of-home residential services for emotionally disturbed pupils pursuant to the federal Individuals with Disabilities Education Act and as described in the California Education Code sections 56363 and 56836.07(e).

Allocation Formula Funds for LEAs are based on ADA reported for the current year Second Principal Apportionment multiplied by a rate per ADA, available at the Funding Rates and Information, Fiscal Year 2024-25 web page. An adjustment is made to the rate per ADA, consistent with existing law, for the Los Angeles County Office of Education SELPA (aka Los Angeles Juvenile Court and Community School).

Other Funds are paid through the Principal Apportionment. The First Principal Apportionment (P-1) is certified by February 20th and the Second Principal Apportionment (P-2) is certified by June 25th. Entitlement amounts are subject to change at P-1 and P-2, with funding rates becoming final at the P-2.
