The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and summer school enrichment programs for transitional kindergarten through sixth grade.

“Expanded learning” means before school, after school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences. It is the intent of the Legislature that expanded learning programs are pupil-centered, results driven, include community partners, and complement, but do not replicate, learning activities in the regular school day and school year.

Expanded Learning Opportunities Program (ELO-P) Apportionments

The California Department of Education (CDE) has published Principal Apportionments for the ELO-P for Fiscal Year 2024–25. The purpose of these funds is for school districts and charter schools to offer and provide access to afterschool and summer school enrichment programs for grades kindergarten through sixth grade (TK/K-6) as described in California Education Code Section 46120. The Principal Apportionments are available on the Principal Apportionment Section for ELO-P web page.

Expenditures

Fiscal Year 2021–2022 and Fiscal Year 2022–2023 Expenditure Reporting

The deadline to expend or encumber funds for 2021–22 and 2022–23 ELO-P apportionments was June 30, 2024[EC Section 46120(d)(6)].

Any encumbered funds that were not expended by September 30, 2024, shall be returned by the state [EC Section 46120(d)(6].

The deadline for submitting the expenditure report to CDE was October 31, 2024. The results of this report can be viewed by accessing the link below.

Fiscal Year 2023 Expenditure Reporting and Subsequent Years

Commencing with the 2023–24 fiscal year, any funds allocated shall be liquidated by June 30 of the fiscal year following the fiscal year in which the appropriation is made.

Any funds that are not liquidated by a local educational agency by the end of that period shall be returned to the state.

On or before September 30 of the second fiscal year following the fiscal year in which the appropriation is made, each local educational agency receiving an allocation shall report final expenditures to the department, which shall initiate the collection of any unexpended funds.

A local educational agency that does not submit the final expenditure report shall forfeit all funds allocated for the fiscal year.

Closed Charters

If a charter school receiving an allocation ceases to operate, a final expenditure report shall be due within 60 days of the effective date of closure. The department shall collect any unspent amounts from funds allocated to the charter school in that fiscal year and the immediately preceding fiscal year.

Program Plan

Local educational agencies must operate the Expanded Learning Opportunities Program pursuant to the requirements in California Education Code Section 46120, including the development of a program plan. The program plan needs to be approved by the Local Educational Agency's (LEA) Governing Board in a public meeting and posted on the LEA's website.

ELO-P TK and K Legislative Report

The Expanded Learning Opportunities Program (ELO-P) Transitional Kindergarten (TK) & Kindergarten (K) Report was designed to capture data from each Local Educational Agency (LEA) and learn how their ELO Program was designed to provide access to TK/K students. LEAs were asked to complete a survey about their third-party providers providing access to program to TK/K students at non-LEA sites for the 2023-24 school year.

Third Party Off Site Provider Survey

EC Section 46120(e) provides that any Local Educational Agency (LEA) receiving an apportionment for the Expanded Learning Opportunities Program (ELO-P) in 2023-24 must provide data for any and all third party providers who are operating the program at an off-site location, including the California State Preschool Program (CSPP). This annual survey requests specific data regarding each third party provider program location and pupil grade access for each off-site location.

This survey collected essential data to document providers contributing to afterschool and enrichment services under ELO-P. The findings note location, grade levels served, and license number (if applicable).
