Item 1–California’s State Systemic Improvement Plan Update: An update on California’s State Systemic Improvement Plan (SSIP) will be provided. The SED will present the Phase 3, year four SSIP report to the State Board of Education (SBE) for approval in March 2020 before submission to the U.S. Department of Education, Office of Special Education Programs in April 2020. The Advisory Commission on Special Education (ACSE) will make a recommendation regarding approval of the SSIP for the March 2020 SBE meeting. Item 2–Update on the Annual Performance Report: The CDE is presenting an update to the Annual Performance Report presented in October along with a progress report on the development of new baselines and targets for the Federal fiscal year (FFY) 2020 to FFY 2026 State Performance Plan that will be submitted to the U.S. Department of Education in February 2021. Item 6–Legislative Update: An update on bills related to special education that became law on January 1, 2020. Included in the presentation will be bills that made changes specifically to special education statute, and bills that could have implications for students with disabilities. Item 7–ACSE Committees Planning: The ACSE has identified committees to allow Commissioners and members of the public to discuss those issues that are specific to the work in the field. Item 8–ACSE Committee Meetings: The ACSE has established Policy and Legislative Committees. The Policy Committee and members of the public will meet in room 1801 to discuss the College and Career Readiness Dashboard indicator in relation to students who take the California Alternate Assessment with representatives from the Special Education Administrators of County Offices, and materials and talking points for the April Capitol visit. The Legislative Committee and members of the public will meet in room 1103 to discuss the efforts of the Family Empowerment Centers to enact legislation to expand statewide and increase funding, Assembly Bill 1914, and talking points for the April Capitol visit.
